right time to plant tomatoes

I was told to plant tomatoes in June because the ground is not warm enough in May and will stunt the tomatoes plants

Tomatoes can be planted outdoors when all danger of frost is past. In northern Wisconsin that may not be until June. You can also speed up soil warming by laying black plastic mulch on the soil surface and planting the tomatoes right through it. If frost threatens, you can also protect the plants with floating row covers, water tube tepees, or a lightweight sheet.
