 Yes, you can, but the manure should not be fresh. It should be composted or aged so it does not "burn" your plants with too much nitrogen. Also, be careful about using manure from horses that have been fed grass hay because the horse manure may contain weed seeds that will contaminate your garden. Horse manure is an excellent soil amendment, but compost it to kill the weed seeds or use manure from animals that have been kept on alfalfa only. As far as amount goes, if you have composted manure you can spread it to an inch or more in depth and till or spade it into your garden soil. Don't add a big pile.
