cauliflower doesn't form a head

I planted cauliflower, tied up the tiny heads when they were about the size of a doorknob. Some grew beautifully into nice heads, but some didn't. They were loosely formed, with very little of the white top. What happened?

Cauliflower needs consistent water--a deep soaking once a week and mulch to maintain soil moisture in between watering. If it is allowed to dry out, it may fail to form heads.
