why my Rose of Sharon is not Blooming

My Rose of Sharon was cut way back last fall has grown but buds are not opening yet and I see them all over that have? Should we not cut back or when is best. Also the potentilla seemed to do better year before when I pruned them in fall. Should I do that every fall? Denver.Co

Both rose of sharon and potentilla bloom on new wood, so either will bloom even if cut back in fall or winter, however bloom time may be delayed from those that aren't cut back. It's best to wait until late winter or early spring just before growth begins to do major pruning on either of these shrubs.
