Why isn't my hardy hibiscus lush and full?

I have two "hardy hibiscus" trees planted about 15 feet apart, same soil, same mulch, same fertilizer, same watering. One is lush and full of flowers, while the other is a mere twig with a few small leaves and occasional flowers. What can I do?

Take the sick one out and try again. But before replanting, take in a sample of the plant, and a sample of the soil, to a local extension office and see if they can figure out if something is wrong with the soil, or if the plant had a disease. If the former, it can be fixed. if the latter, you might need to replant a different plant.
