spirea that doesn't bloom

I transplanted a nice spirea when I moved to Charlotte 3 years ago. It is plush and green but I have not had a single flower in 3 summers! Other plantings do fine in this bed. It gets late morning sun until about 3pm. Any suggestions to encourage blooms?

Is this a white or pink blooming spirea? The white types typically bloom only in early spring. . If they are pruned in summer or fall, you'll remove flower buds for the following year.  You indicate that the shrub is growing well vegetatively, so perhaps it is getting too much nitrogen fertilizer, which promotes leafy growth, but suppresses flowering.
