Should I trim back weigela shrubs to get full again.

I have wine & roses weigela shrubs that are abut 5 years old and are getting thin long branches. Is it a good idea to cut the shrub back to about 2 feet tall to get it to branch out and get full again? Or should I wait til the fall? They are in partial sun in Michigan.
