scale on "little gem"magnolias

What do I do for white powdery spotted magnolia leaves? The tree seems healthy otherwise.

Is the white powder confined to the leaves? Is it only on the underside of the leaves or on top as well? The white powdery material that you see could be scale insects, or it might be something else. Scale insects are usually more waxy than powdery. If it is scale insects, the time to control them is when they are in the crawler stage. You can check for crawlers by placing black electrical tape on the leaves/stem and coating it with petroleum jelly. Every few days take a hand lens and check for small crawlers of the scale stuck in the petroleum jelly. Spray with an insecticide when you see them present.
