Thanks for writing. There are a couple of plant diseases that cause bleeding like this, but there are also environmental conditions that could be the cause. Without being able to see your tree, I'm afraid I can't say for sure what the problem is -- or how to fix it.

For more help, I'd contact a local resource, such as a good garden center or nursery --- or the horticulture department of a local university. Someone should be able to help you a lot more if they can see what kind of tree it is and examine it.
