It would be nice if there were a quick and easy simple solution. However, it will take persistence to get rid of the sycamore sprouts. Next time when you cut back the sprouts, dab on glyphosate (Roundup) on the cut surface of the sprouts. Take care not to get any on the roses, because it could kill them too. However, it has no activity in the soil, so won't spread from the sycamore to the roses. The sycamore likely will continue to sprout for several cycles, but if you cut back and reapply glyphosate each time, the tree roots will weaken and eventually die.
