Non-blooming tree peony

I have had this peony for 10 plus years. bloomed once. Next to one that always blooms? Any ideas?--Jane

It's hard to say what the problem is. Tree peonies in your region can be "iffy" to start with. All I can say is that they require full sun and, after a tough winter, they don't always bloom well or at all. Also, I've noticed that some varieties differ a lot in their flowering ability. I've had some that bloom most years with no problem and others that bloom every few years at best. I'm in Iowa so I deal with similar winters to you.
