Mock orange bush has black bugs on the end of branches

My mock orange bush has small black bugs on the end of the branches. What do I spray it with and will it bloom?

You didn't say whether the foliage has damage from black bugs  eating it. You really should know what the bugs are doing--or get an identification from your local horticultural extension service. If this is a plant-eating insect, I would first try hosing them off the bush with a fine hard spray from the hose. If that doesn't work, I would spray with an insecticidal soap or ultrafine horticultural oil--that should solve the problem.
