hydrangea will not bloom
"Flower buds of hydrangea are not as hardy as vegetative buds. In northern areas it's common for the hydrangea plant to put out good foliage, but not bloom because the flower buds have been killed off over winter. (Another possibility is if the plant is growing in deep shade, it may not bloom.)
If your hydrangea is not quite flower bud hardy in your area, you may want to try one of the newer reblooming types. These bloom on new wood as well as old wood, so that if the overwintering flower buds are damaged, the shrub will still bloom on new wood. Endless Summer Series and Forever & Ever Series of hydrangeas are ones to look for."
