How to get rid of sapling roots and stumps

I have a TON of small and not-so-small trees in my fence lines such as Elms, Walnuts, and Mulberry. We cut them down to the ground several times a year and they just keep coming back. Is there something I can use to kill the roots and not kill my shrubs and flowers?

Yes, as soon as you make a cut, brush the stump with a brush-killing herbicide. Be sure to cover the entire stump, including the sides. I do this all the time and it works great. You can buy brush killers at your local Lowes, Home Depot, Wal-mart, etc. This will not hurt the surrounding plants or soil as long as you only brush the tree stumps themselves."
