How shall I treat my sick bush?

I have a quince bush that has mottled, shriveled leaves. When I turn the leaves over to the underside, there is brown " dust" or dry residue in the rolled up edges of the leaves. The infected leaves eventually die. It's all over the bush and I'm afraid I'm going to lose it.
