Greenish Fungus mold

My dogwood trees, and now blueberry bushes, have developed a greenish growth on the branches. I don't know what to do to stop it and can actually peel a little off a branch with effort. Can it be stopped before it kills the trees and shrubs?

The greenish material that you describe is most likely lichens, a naturally occurring growth that will not harm the trees or shrubs. Lichens even grow on solid rocks! Because they cause no harm to the plant, there's no reason to remove them.
