Flowering Dogwood not flowering

"We live in zone 6A in southern New Jersey. we bought our house two years ago and last year planted 2 young flowering dogwood trees trees at the end of our walk. One drowned during a Nor'easter last winter and other has buds but has not blossomed. The branches are green under the bark. Any ideas why it hasn't blossomed? Thank you- Ann Marie"
