Crape myrtle isn't particularly susceptible to rust--a fungal disease--but it sounds like that may be what you're dealing with. Pull off the leaves that are smothered in the rust fungus. Remove all fallen leaves and plant debris. Then spray with a fungicide and repeat every 5 to 15 days. Your redbud tree is probably struggling because it's a recent transplant. Often the root systems of newly transplanted plants struggle to do everything at once--get established in the new location and pump plenty of moisture to the leaf canopy. Ease the stress on your redbud by mulching it with 3-4 inches of an organic mulch (shredded cypress or cedar, for example.) Then make sure it gets deep watering during the hot, dry weather, and check to make sure the water percolates down through the soil profile and doesn't puddle on the surface.
