How does my garden Grow

I live in florida with the property backing up to the marsh. I have marsh grass in the area now but it is always wet. Can I make this into a garden area and what to do with the soil? After I cut the grass, should I till the soil, if I can, and then add something? Need some help to do this or is it a waste of time and effort to make this work? Thanks Mike
