Can I add a plants to a shady spot that is root-bound by adding more soil atop what exists without harming the roots of the pine trees?

My property is lined with pine trees and the soil beneath them is root filled and undiggable to plant any shade-loving plants. Can I add 2-3 in. of soil to add plants ? Also, the previous owners planted roses and mock orange that grow leaves, but never blossom. How do I get rid of them since they continue to come up annually, no matter how much I cut them down? (the overgrowth of the trees do not allow them to get light for flowering.) Thanks for any help you can provide.
