How many seeds should I plant in each pot?

I'm planting flowers from seed indoors to transplant outdoors after the last frost. If my pot is 4 inches in diameter, how many seeds should I plant in each pot? And if the answer is greater than one, should I spread them out or put them all in the centre of the pot?

It's often good insurance to plant 2 or 3 seeds in each pot because you won't get 100% germination. I usually start many seeds in one small pot, then transplant them to a larger container such as a 4-inch pot when they have a couple true leaves.
