transplanting rose bush

My 4 yr rose bush is very wimpy. It has not bloomed and is very bare. Just a few leaves and maybe gave about 2 or 3 red roses. I want to replant it to a sunny area because it is not getting enough sun. My trees have grown and are not letting the bush get enough sun.My question is when is the right time to transplant. I live in Austin Tex.

Thanks for writing. I'd transplant your rose in fall, when temperatures have cooled down. After you transplant it, be sure to give it plenty of water to help it survive the transplanting shock and store up good reserves for winter.
