Replanting a rose bush

I've planted a rose bush in a place where it don't get enough sun also I see one of the stem turning black. When is the best time to replant?

Hi, The best time to move a rose bush is in the very early spring just before it breaks new growth. I would not move it at all if it's in the ground and leafed out.
