The best way to tell if it's dead is to look closely at the canes. If they are black and brittle, they are dead and can be clipped back. However, it's still possible (depending on the situation and the rose) that new growth will come from further down on the plant. I'd be patient and if the plant does not leaf out at the same time as other roses in your area, I'd start over."
