My roses lost their leaves

I bought bare root roses and planted them this spring. They were very slow to grow leaves and when the temps went up to the high ninetys they lost their leaves. the stems look dead, could the root stock still survive? and should I do anything to test how alive they are or should I wait until next spring? Any help will be greatly appreciated.
