You can prune oakleaf hydrangea, but they will grow back to this same size within a couple of years. Pruning severely will remove the flower buds. It's best to prune oakleaf hydrangeas as little as possible, although you can shape them a bit in late winter or early in the growing season by cutting out errant branches or cutting back to a side growing shoot/branch.
If the plant is too large for its space it would be better to move it or replace it with a plant better suited to the site.
