Damaged Lilac

My lilac bush was damaged by a tornado dropping a large oak tree on it. I have been told that I can prune it back to a few inches and it will come back full a beautiful. I need to know when I should do the pruning? Can you help me on this? Thank you.

If you plan to do a severe cutback on your lilac, wait until late winter to do so. Go ahead and cut off broken shoots now, but wait to finish the project until winter.
