Why is my Blue Festuca more brown than blue?

My Blue Festuca is more brown than blue. What it is lacking or what am I doing wrong? It is planted in part shade/sun.

Leaves of blue fescue typically turn brown over winter. Cut back the old, dead leaves, and allow the new bluegreen growth to emerge. It won't harm the plant to cut the blue leaves, too. It's a bit like mowing your lawn grass. They will grow back from the base of the leaf.
