It sounds as though you’re describing feather reed grass (Calamagrostis Yacutiflora). This cool-season clump former grows to 4-6 feet tall and provides an attractive backdrop to flowering annuals and perennials. ‘Karl Foerster’ and ‘Overdam’ are a couple of available cultivars.

Wow! I guessed that it was that grass and it is! The name is Calamagrostis acutiflora 'Karl Foerster'. 'Overdam' is not as tall and is variegated.
