Sun Loving Perennals?

I moved from my house to an apartment.Here there is an area about 1 1/2 foot wide along the East, South, and West side of the building. I need to know what Full Sun Perennal I can plant as they will get a lot of heat off the foundation of the building. Want something no more than a foot and a half tall as there are no wind break areas. Do you suggest container plantings or dug into the ground. I'll need to carry water as there is no spickets on the outside of the apartment.

Thanks for writing. One of the best heat-loving, drought-tolerant perennials I can think of is lavender --- though you may have success with many types of salvia or penstemon, as well.
