Peonies-Transplant? or not?
The best time to move peonies is in the fall. In your area, I'd move them in October. Dig up the entire clump, cut off sections making sure each section has at least two ""eyes"" or growing points, and replant at the same level they had been growing previously. Be sure they get full sun. That's generally the main reason they don't bloom.
