What's the best time to plant?

What is the right season for planting flowers ( not seeds) for zone 6. It is for a cemetery plot and I've received mixed opinions as I've been told summer by some, and fall by others for snow cap daisies, balloon flowers (sentimental blue) or Dianthus (Baths Pink), etc,. I can only get there occasionally to water since I am in another borough. Thank you.

Thanks for writing. Spring and autumn are going to be your best times because the temperatures are cooler and it's easier for plants to get established. You can certainly plant in summer, but you would need to make sure the plants are adequately watered, which may mean every day or every other day, depending on how hot and dry the weather is.
