Zoysia is fine for Zone 9, though where you're at, most people would opt for St. Augustine. Zoysia is not as nice looking, in most people's opinion. However, it is certainly a tough, low maintenance choice. Zoysia is generally planted by plugs or stolons. (There are some seeded varieties, but the most widely used types are not seeded.) You would do so in spring. Meyer zoysia is a standard variety that works well for most people. Other, similar types would work as well. An internet search will reveal numerous mailorder suppliers if you are unable to find a local garden center that carries it.
