Getting Rid of Creeping charlie

My husband has been trying to rid our lawn of creeping charlie, but nothing that we have tried has been successful. Now we have the additional constraints of a restriction against pesticides. We have tried digging it out, but the roots are so intertwined underneath, it is virtually impossible to remove. Do you have any suggestions or solutions?
