What grows well in windy, rocky areas?

We live in Northeastern Kansas on a very windy and rocky hill. Do you have any tips or ideas of what could survive the wind? We prefer perennials. Thanks!

The conditions that you describe are also often found in sandy coastal areas, so seaside plants are good bets. Low-growing perennials such as armeria (sea thrift) and creeping phlox would work well. And, of course, plants native to the High Plains would be good choices.
