Too much water at base of burm

I have a raised bed in front of my house that I made purposely to divert the water from collecting around the foundation. It is full of perennials, but the ones planted around the area with the most water (the edges of the burm)get too wet and rot. Please advise which low growing perennials will do well in full sun with lots of moisture. Right now, the vinca have yellow leaves and are struggling to hang on. I suspect they are rotting.
