Placing paving stones on a grade

We have a sloping hill behind our home and have paving stones in presently, they have all slid together making it a dangerous "slide" how do we make the base under the stone stay put and not slide together? The hill is approx. 45 degrees down toward the back yard.

Many of the BH&G gardening plans can be adapted for a hill or terraced slope. However, you have sliding and drainage issues that should be addressed with a  professional landscaping plan, so that you do not end up with muddy areas around your home or your neighbors' homes. Consulting a professional landscaper is your best bet.
