No-bees garden

My boyfriend does not like bees and does not want a garden with flowers if they will attract bees by our porch between the pool and the deck. It's an area about 11'x8' or maybe a little bigger. I want flowers galore, he wants rocks. How can I plant this garden with something that will not attract bees but be beautiful with rocks, too?
