Is there a groundcover that can handle direct sunlight and is inexpensive and handle children/adults running on it? I need one to go around a basketball court.

Try a low-growing variety of thyme, like 'Pink Chintz.' Thyme can take some foot traffic, but it is not a substitute for a grass lawn. Thyme needs well-drained soil and is drought tolerant once established.
