Flower suggestions for around blue spruce trees

Location is South Central Minnesota. On the North side of our property line there are two staggered rows of blue spruce trees-6 to a row (close to 12 feet tall). I would like to make these rows one large flower bed. The back row is a ditch away from a mildly busy county road, so I am looking for ideas to block out the traffic noise and to create more privacy. The area is shady to partly sunny and is relatively flat. What flowering suggestions do you have for the area?

If you truly want to block out the traffic noise and create more privacy, you may want to intersperse shrubs at the back of the border to create a more solid screen. Viburnums, ninebark, and larger hydrangeas, such as Limelight, could work well there. Large perennials with some shade tolerance include goatsbeard, monkshood, and some of the large-leaf hostas.
