flower bed under a tree

I have 2 large oak trees that I would like to plant under. can i use the same technique of applying corgugated paper, newsprint and compost on top of the tree roots to kill the weeds prior to planting underneath these trees?

Oaks are relatively sensitive to disturbances to their root systems and to any grade changes. If you plan to apply compost or mulch, limit the depth to no more than 3 or 4 inches over the corrugated cardboard or newsprint. Better yet, only do a portion of the tree's root zone at a time.
