Barrier under landscape mulch

I am a beginner and want to landscape the front of my house. there is grass there now and i would like to install a landscape bed, do i need to till the existing ground, or put a barrier down, or just through mulch inside a border?

Thanks for writing. It's best to remove or kill the grass before you do any planting. You can try a herbicide or you can cover the grass with cardboard and mulch. If you go with the cardboard/mulch route, you'll need to wait six months or so before you plant to make sure all the grass has died.
