Back yard problem

Well it sounds like your only real solution is to remove the sand and stone. Nothing will grow in sand that's been used under a pool. That's generally too coarse and lacking in nutrients to grow anything. You'll have to do it by hand or hire someone with a Bobcat to scoop it all up and remove it.
