Tiny white Bugs in soil
These sound like fungus gnats to me, which is a common pest in very organic, moist soil. Indoors, you can take care of them with a standard houseplant insecticide and by keeping the soil less wet. Outdoors, they should not be a problem once you use the soil and it dries a bit. They do not hurt your plants, but are annoying when indoors. Somehow I bet your bag of soil got some moisture in it and they hatched in the protected environment of the bag.
