Huge fly (?) infestation on Mandevilla

I recently purchased a Mandevilla from a chain retailer and have discovered that it is infested with what looks like iridescent green fly bodies attached to the underside of the leaves and new tendrils. What is this and how do I treat it?

If the flies are no longer buzzing about, you need not do anything. They may simply have completed their life cycle, and attached themselves to the plant to die after laying their eggs on decaying organic matter. This is a normal process.
