Will a packet of Dahlia seeds (cactus type) planted in March, grow to plant outside in June?

I was given a packet of Dahlia seeds as a gift (cactus type). I thought they only came in tubers. If I plant them inside now, it's March, will they grow to be planted outside by June? Plan to use a large area of my visable garden.

Early March should be a good time for starting dahlia seeds indoors. They like warm temperatures, so keep them on the warm side to speed germination and growth. It can take several weeks for them to germinate.
