To Level or Not to Level

I want to start a vegtable garden, my yard is not level should I level the planting bed before preparing the bed?

If the slope is quite gentle, you may not need to do any leveling. However, if the slope is steep it would be best to do some terracing to create stepwise level beds for growing your vegetables. If the slope is more than a couple of percent, erosion could be a problem.
