Yes, you can plant shrub roses in pots. In fact, most roses do quite well in pots. Just be sure to use a quality potting soil and place your roses in a spot that receives at least 6 t 8 hours of sun a day. Water every day during the summer. In northern climates, most roses won't overwinter in pots so you can remove them from their pots and plant in the ground before the soil freezes.
