How to info for making a succulent wall garden

I am making the succulent wall garden and do not understand where the material goes that you put in after the wire mesh is secured.

Hi, You build the frame face down, staple the hardware cloth into the inside of the frame, add the potting medium, and nail the back to the frame. You then flip the frame over and insert succulent cuttings through the openings of the hardware cloth.
