Bareroot roses

I got 2 bare root roses planted them same time. one is growing the other is not how long before i give up in this guy?

Thanks for writing. I wouldn't give up yet...sometimes some plants just take a little longer than others. If you're still not seeing growth after three or four weeks, then try scratching one of the existing stems with your thumbnail. If there's a bit of green underneath the surface, then there's still a chance the roses are still alive.
